On February 16, Jinshi data reported that, according to CNN, the U.S. government’s special envoy on Ukraine and Russia, Kellogg, stated on the 15th that European officials will not participate in negotiations to resolve the Russia-Ukraine conflict. CNN reported that during an event at the Munich Security Conference, when asked whether Ukrainians and Europeans would directly participate in the negotiations, the answer was no. Kellogg responded, ‘I don’t think that’s going to happen.’ Kellogg added that Ukrainian negotiation representatives would ‘of course’ attend. Kellogg also stated that the European position will still be taken into consideration and that one of the reasons he appeared in Munich was to ensure that the European position could be understood.
