We will adhere to the principles of delegating power and empowering others, granting scientific researchers greater decision-making power over technical routes, research funding allocation, and resource scheduling, expanding the scope of the ‘responsibility system’, and providing better institutional guarantees for scientific researchers to concentrate on research. We will also implement new methods such as ‘publicly posting positions’, ‘horse racing system’, and ‘chain owner system’, reduce the frequency of assessments, strengthen the assessment of ‘milestone’ Nodes, and improve project implementation performance.
