U.S. Senator Lummis proposed an artificial intelligence bill requiring companies to disclose technical information.
Gate News bot message, Wyoming Republican Senator Cynthia Lummis has introduced the “2025 Responsible Innovation and Security Expertise Act” ( RISE Act ), which aims to clarify the responsibility framework for the use of artificial intelligence ( AI ) by professionals.
The bill is expected to improve transparency for AI developers, no longer requiring models to be open source.
Lummis stated that the RISE Act means that even if the advice provided by professionals such as doctors, lawyers, engineers, and financial advisors is based on AI systems, they will still bear legal responsibility.
Currently, AI developers who create these systems can only be exempt from civil liability in case of issues if they publicly release the model cards.
The proposed bill defines a model card as a detailed technical document that discloses the training data sources of the AI system, expected use cases, performance metrics, known limitations, and potential failure modes, to assist professionals in evaluating whether the tool is suitable for their work.
