The vote on Thursday resulted in 54 votes against and 45 votes in favor, failing to reach the required 60 votes. The bill was introduced by Wisconsin Republican Senator Ron Johnson and aimed to pay the salaries of employees who have remained on the job since the shutdown began on October 1, and to continue their distribution of wages. However, the bill did not cover hundreds of thousands of furloughed federal employees deemed non-essential by the government. Johnson stated in a statement: “Democrats continue to execute the 'Schumer Shutdown', and they should at least agree to pay all federal employees who are forced to continue working.” Democrats believe that the bill would give Trump excessive discretion to decide which federal workers perform their duties during the shutdown.
