Ramiro Rosário, a member of the city's council, reportedly admitted that he used ChatGPT to draft a proposal aimed at preventing the municipality from forcing residents to pay for the replacement of stolen water meters. Surprisingly, Rosário said that he did not make any changes to ChatGPT's output during the proposal process, and when the proposal was presented to parliament, he did not inform other parliamentarians that the proposal was generated by AI. Rosário explained that he deliberately chose to make this information public only after the proposal was passed, because he feared that revealing AI's involvement before the proposal could lead to a rejection. He argues that such an approach would be unfair to residents, as the approval of a proposal should not depend on whether it was drafted by AI or humans. However, the president of the Porto Alegre City Council, Hamilton Sossmeier, expressed concern about Rosário's approach, calling it a "dangerous precedent".
