With the groundbreaking development of quantum computing technology, the security of digital assets faces unprecedented challenges. The U.S. Securities and Exchange Commission's cryptocurrency division is accelerating its actions under multiple urging efforts. The key is to rely on quantum-resistant technology to ensure the security of countless digital tokens, including Bitcoin and Ether.



Recently, the published "Post-Quantum Financial Infrastructure Framework" (PQFIF) outlines a clear roadmap, providing strategic guidance for the U.S. marketplace to address the emerging quantum threats. The framework emphasizes that excessive delay could weaken investor confidence, disrupt the marketplace order, and even threaten the stability of the global financial system.

Another important detail is that the detailed plan of PQFIF was authored by Daniel Bruno Corvelo Costa and is strongly supported by industry and technical expert working groups. The plan focuses on addressing the outdated threats faced by current encryption systems, which mainly rely on obsolete signature technology—these systems could instantly lose protection when faced with attacks from quantum computers.

The report also introduces a key concept called the "Collect First, Decrypt Later" threat, where adversaries have already begun collecting encrypted financial data. Although they cannot crack it in the short term, once quantum computers become sufficiently powerful, all stored data could face a "decryption in an instant."

Regarding the industry term "Q-Day," predictions are cautiously optimistic, with the earliest possible occurrence estimated around 2028, while a neutral view suggests 2030.

The four-step strategy outlined in PQFIF is as follows: First, introduce automated tools to scan the entire financial infrastructure to identify hidden outdated encryption issues. Second, prioritize migration of core systems, such as custodial solutions and institutional wallets, while gradually migrating less sensitive systems. Third, recommend a dual-algorithm parallel transition mechanism, allowing traditional and quantum-resistant algorithms to coexist. The final step emphasizes strict regulatory review and transparency, requiring periodic reporting and compliance to eliminate delays and excuses.

Meanwhile, the framework urges institutions and trading marketplaces to quickly switch to quantum-resistant systems. Among current industry standards, the National Standards and Technology Research Institute has provided clear guidelines for 2024 and 2025. The migration process should be phased, starting with institutional wallets and custodial systems.

Subsequent phases target high-value transactions such as interbank settlements and payment flows, as these could cause widespread fluctuations if attacked. Ultimately, outdated systems and data archives storing sensitive information will be addressed. Although their usage is infrequent, their importance for long-term storage is undeniable.

Bitcoin developers are also exploring alternative approaches, proposing a plan called "Post-Quantum Migration and Signature Scheme Elimination," guiding the transition to quantum-resistant digital signature schemes. Once new regulations are implemented, users will be unable to send funds to outdated, insecure addresses. These addresses will be frozen after many years, making stored funds immovable.
